Build an accountable reimbursement workflow

Employee expense reimbursement needs a clear policy and a working process. The business should know what was purchased, why it served the business, how it was substantiated, and whether an advance exceeded the supported expense.

Understand the three core conditions

IRS Publication 15 describes accountable arrangements as requiring a business connection, substantiation within a reasonable period, and return of excess amounts within a reasonable period. Payments that fail the rules can have wage consequences. The policy should reflect the actual arrangement and must not simply rename wages as reimbursements. Have a payroll or tax adviser review the design before relying on its intended treatment.

Design an expense report people will complete

Include the employee, date, vendor, amount, category, business purpose, payment evidence, and relevant trip or participant information. Identify the reviewer and where approvals are stored. Set a practical submission schedule consistent with reviewed rules. Use an exception queue for missing documents, mixed personal use, duplicates, and expenses outside policy. Keep the employee’s banking information out of broadly shared expense folders.

Reconcile advances and close the loop

Track advances separately from submitted expenses and record when excess funds are returned. Coordinate approved reimbursements with payroll and accounting without treating every payment identically by default. For example, a travel advance should have a documented settlement after the trip, showing eligible expenses and the amount returned or additionally reimbursed. Review recurring exceptions to improve training and prevent unsupported amounts from accumulating.

  • Have the policy and payroll treatment reviewed professionally.
  • Require a business purpose and adequate supporting records.
  • Track submission, approval, reimbursement, and excess returns.
  • Reconcile outstanding advances and resolve exceptions promptly.

Questions to consider

Can an owner use the same policy?

Owner treatment depends on the entity, ownership, employee status, and the facts. Ask your adviser how the reimbursement arrangement applies before extending employee rules to every owner payment.

Is a flat monthly allowance always accountable?

No. The actual requirements and administration matter. An allowance without proper substantiation and excess-return procedures may receive different tax treatment.
